Summary of Substitute Bill

The bill requires DECD to establish and run a statewide small business hotline

● Hotline must serve prospective and existing small business owners by providing individualized information and guidance on:

Starting and developing small businesses

Networking resources

Technical and financial assistance from state and quasi-public agencies

● A natural person must staff the hotline during regular working hours

● DECD may partner with the Connecticut Economic Resource Center to operate the hotline

● Commissioner must report, by January 1, 2019, to the Commerce Committee about the hotline including:

Description of hotline services

Advertising method

Summary of most common types of requested assistance

Hotline volume

Effective Date: October 1, 2017

Description of Changes

Deletes the provisions specifically requiring DECD'S Office of Small Business Affairs to establish and operate the hotline

NATURE AND SOURCES OF SUPPORT:

● Homebuilders: many businesses aren't aware of all the resources available to them

● CBIA: Hotline would help office identify heavily used services and understand things small businesses find confusing

NATURE AND SOURCES OF OPPOSITION:

● DECD: bill's hotline duplicates and undermines existing CERC hotline
