REASONS FOR BILL:
This substitute bill raises, from 18 to 21, the legal age to purchase or possess in public cigarettes and other tobacco products, electronic nicotine delivery systems (e.g., electronic cigarettes), and vapor products. The substitute language adopted by the Finance, Revenue and Bonding Committee exempts from the age requirement any person who is 18 or older as of October 1, 2017 or an armed forces member.
