The Committee on Education reported through SEN. SLOSSBERG of the 14th Dist. and SEN. BOUCHER of the 26th Dist., Chairpersons of the Committee on the part of the Senate, that the bill ought to pass.

AN ACT CREATING AN ADVISORY COUNCIL RELATING TO DIGITAL CITIZENSHIP, INTERNET SAFETY AND MEDIA LITERACY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2017) There is established a Digital Citizenship, Internet Safety and Media Literacy Advisory Council within the Department of Education. The council shall consist of teachers, librarians, representatives from parent-teacher organizations and persons with expertise in digital citizenship, Internet safety and media literacy, as appointed by the Commissioner of Education. The council shall provide recommendations to the State Board of Education regarding (1) best practices relating to instruction in digital citizenship, Internet safety and media literacy, and (2) methods of instructing students to safely, ethically, responsibly and effectively use media and technology resources.

This act shall take effect as follows and shall amend the following sections:

Explanation

The bill creates an advisory council within the Department of Education relating to digital citizenship, Internet safety and media literacy.

There may be costs of less than $1,000 to those towns and state agencies participating in the council to reimburse the membership for mileage expenses, currently at 53.5 cents/mile.

The Out Years

The annualized ongoing fiscal impact identified above would continue into the future subject to inflation.

SUMMARY

This bill establishes a Digital Citizenship, Internet Safety, and Media Literacy Advisory Council within the State Department of Education.

The education commissioner appoints the members, who must include teachers; librarians; representatives from parent-teacher organizations; and people with expertise in digital citizenship, Internet safety, and media literacy. The bill does not specify the number of council members.

The council must provide recommendations to the State Board of Education regarding (1) best practices for instruction in digital citizenship, internet safety, and media literacy, and (2) methods of instructing students to safely, ethically, responsibly, and effectively use media and technology. The bill does not include a deadline for the recommendations to be submitted.
