The Committee on Veterans' Affairs reported through REP. HENNESSY of the 127th Dist., Chairperson of the Committee on the part of the House, that the bill ought to pass.

AN ACT ELIMINATING THE FEE FOR ISSUANCE OF PURPLE HEART NUMBER PLATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 14-20b of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2017):

(a) The Commissioner of Motor Vehicles, at the request of any veteran or member of the armed forces, as defined in subsection (a) of section 27-103, or the surviving spouse of such veteran or member, shall register any motor vehicle owned or leased for a period of at least one year by such person and shall issue a special certificate of registration and a set of number plates for each such motor vehicle. The plates shall expire and be renewed as provided in section 14-22. The commissioner shall charge a fee for such plates, which fee shall cover the entire cost of making [the same and which] such plates and shall be in addition to the fee for registration of such motor vehicle, except the commissioner shall not charge a fee for such plates that recognize the Military Order of the Purple Heart.

(b) Any such member of the armed forces who is dishonorably discharged shall return such plates to the commissioner not later than thirty days after such discharge. The commissioner shall not renew such plates for any motor vehicle owned or leased by any such member of the armed forces who is dishonorably discharged.

This act shall take effect as follows and shall amend the following sections:

Explanation

The bill results in a revenue loss of less than $1,000 to the Department of Motor Vehicles to waive the $10.00 fee for a Military Order of the Purple Heart license plate. To date, 921 Purple Heart license plates have been purchased and it is estimated that there are less than 100 eligible individuals who could receive this license plate.

SUMMARY

This bill requires the motor vehicles commissioner to issue Purple Heart license plates without charging the additional fee, which, by law, he charges to cover the cost of making certain special veterans' plates. By law, unchanged by the bill, the commissioner must still charge the registration fee for the plates.
