OLR Bill Analysis
SB 41 (File 366, as amended by Senate "A")*
AN ACT CONCERNING PHLEBOTOMISTS.
This bill specifically allows individuals practicing as phlebotomists in the state to obtain phlebotomist certification from the American Society of Phlebotomy Technicians, National Center for Competency Testing, National Phlebotomy Association, National Healthcareer Association, or American Medical Technologists. The bill defines “phlebotomist” as a person who draws blood for diagnostic testing, transfusions, research, or blood donations.
The state does not license or certify phlebotomists. In practice, entities that employ phlebotomists may require that they be nationally certified.
*Senate Amendment “A” adds the National Healthcareer Association and American Medical Technologists to the list of organizations from which phlebotomists in the state may obtain certification.
