AN ACT CONCERNING STUDENTS IN CRISIS AT INSTITUTIONS OF HIGHER EDUCATION.

SUMMARY

This bill requires UConn, the Board of Regents for Higher Education, and the Connecticut Conference of Independent Colleges to each report on students in crisis. They must submit the report to the Office of Higher Education and the Higher Education and Employment Advancement Committee by October 1, 2017.

The study concerns students attending a public or independent institution of higher education. Under the bill, a student in crisis is one who (1) does not have reliable access to affordable, nutritious food in sufficient quantity, (2) is homeless or at risk of becoming homeless, or (3) is claiming an exemption from providing parental information under the Free Application for Federal Student Aid (FAFSA) due to special circumstances. Under the bill, such circumstances may include (1) a parent's or guardian's incarceration, (2) an abusive family environment causing the student to leave home, or (3) the inability to locate or contact a student's parent or guardian.
