AN ACT CONCERNING MUNICIPAL CONSTRUCTION PROJECTS.
This bill prohibits a municipality's legislative body from approving any new municipal construction project estimated to cost more than $25 million without first allowing for public comment on the project at a properly noticed public hearing in the municipality. The bill does not specify deadlines for posting notice of the hearing. Additionally, it is unclear whether the bill's requirement applies to municipalities with conflicting procedures established in their special acts, charters, or ordinances (see COMMENT).

It is unclear whether the bill applies to municipalities with special acts, charters, or ordinances that establish large construction project approval procedures that do not include approval by a municipal legislative body (e.g., referendums).
