'AN ACT CONCERNING THE NOTIFICATION OF DEPARTMENT OF ADMINISTRATIVE SERVICE PROJECTS, THE DEFINITION OF "PROJECT" AND REPEALING A PROVISION CONCERNING STATE AGENCY REPORTING OF CERTAIN CONTRACTOR INFORMATION', to require the Commissioner of Administrative Services to post notice of projects on the State Contracting Portal rather than in a newspaper advertisement, to raise the threshold for projects from those exceeding three hundred thousand dollars to those exceeding five hundred thousand dollars, to repeal a provision requiring notification to the Department of Revenue Services regarding certain contractor information for contracts purchasing goods or services or leases with the state and to make technical and conforming changes.

'AN ACT CHANGING CERTAIN REPORTING REQUIREMENTS IN THE STATE CODES OF ETHICS', to change the exemption from reporting requirements from any public official, Governor's spouse or state employee who is a principal speaker at an event to any such official, spouse or employee who is an active participant at an event and to require lobbyists to report necessary expenses paid to a public official or state employee in their next financial report rather than as a separate report within thirty days.

'AN ACT CONCERNING THE RESIDENTIAL PROPERTY CONDITION DISCLOSURE REPORT', to eliminate the requirement that the form of the residential property condition disclosure report be prescribed by regulation, and to require material changes to the form to be enacted by the General Assembly.

H.B. No. 5232 (RAISED) INSURANCE AND REAL ESTATE . 'AN ACT CONCERNING THE INSURERS REHABILITATION AND LIQUIDATION ACT', to (1) update the Insurers Rehabilitation and Liquidation Act to reflect provisions in the Dodd-Frank Wall Street Reform and Consumer Protection Act, (2) provide that a transfer pursuant to a commutation of a reinsurance agreement shall not be voidable as a preference, (3) specify limits on when a party to a netting agreement or qualified financial contract with an insolvent insurer may exercise such party's right to terminate, liquidate, accelerate or close out obligations with respect to such agreement or contract, and (4) delete an obsolete provision concerning insurer receivership and make a conforming change.

'AN ACT REQUIRING THE CONNECTICUT HEALTH INSURANCE EXCHANGE TO REPORT ADDITIONAL DATA', to require the Connecticut Health Insurance Exchange board of directors to report additional data in its quarterly reports to the joint standing committees of the General Assembly having cognizance of matters relating to public health, human services and insurance.

'AN ACT CONCERNING SURETY BAIL BOND AGENTS', to (1) impose an automatic cancellation of a surety bail bond agent's license if such agent has not paid the annual examination fee by January thirty-first, (2) change the time of transfer of funds in the surety bail bond agent examination account from the close of the fiscal year to the end of the calendar year, and (3) authorize the Insurance Commissioner to adopt regulations establishing continuing education requirements for surety bail bond agents.
