Strike section 28 in its entirety and insert the following in lieu thereof:

"Sec. 28. (Effective from passage) (a) The Connecticut Sentencing Commission established pursuant to section 54-300 of the general statutes shall study the bail system in this state. The commission shall consider under what circumstances a person arrested for the commission of a misdemeanor should be released upon a written promise to appear, with or without additional nonfinancial conditions, and when such person should be subject to release upon execution of a bond with surety.

(b) The commission shall submit, in accordance with section 11-4a of the general statutes, a report not later than January 1, 2017, on such study to the joint standing committee of the General Assembly having cognizance of matters relating to the judiciary. Such report shall contain recommendations for legislation, if any. "
