Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective July 1, 2016) The Commissioner of Economic and Community Development, in consultation with the Labor Commissioner, shall conduct a study on the transition of former General Electric employees to employment in other job sectors. Such study shall include, but need not be limited to: (1) An analysis of the impact of General Electric job losses on the workforce in southwestern Connecticut; (2) an examination of the availability of industry sectors in southwestern Connecticut into which former General Electric employees may gain employment; (3) the type and amount of training necessary for transition into such industry sectors; (4) the existing resources in southwestern Connecticut for former General Electric employees to obtain such training; and (5) recommendations for any additional training resources or changes in career coaching the commissioner deems necessary to aid the transition to such industry sectors. Not later than January 1, 2017, the commissioner shall submit a report on the results of such study to the joint standing committee of the General Assembly having cognizance of matters relating to commerce, in accordance with the provisions of section 11-4a of the general statutes. "

This act shall take effect as follows and shall amend the following sections:
