"AN ACT ESTABLISHING THE TRANSIT CORRIDOR DEVELOPMENT ASSISTANCE AUTHORITY. "

Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective July 1, 2016) (a) For the purposes of this section, "municipality" means any town, city, borough, consolidated town and city or consolidated town and borough, and "transit-oriented development" and "public transportation facilities" have the same meanings as provided in section 13b-79kk of the general statutes.

(b) The Office of Policy and Management shall establish a pilot program to (1) facilitate new investment and economic and transit-oriented development through cooperation and coordination with the municipalities wherein such public transportation facilities are located; (2) stimulate tourism, art, culture, history, education and entertainment through cooperation and coordination with such municipalities, regional organizations and the Department of Economic and Community Development; and (3) manage facilities through contractual agreement or other legal instrument. The Office of Policy and Management shall develop and issue a request for proposals from individual municipalities. Each proposal shall demonstrate the ability of the applying municipality to support such transit-oriented development by accessing funds matching or exceeding the amount sought in the request for proposal.

(c) If the Secretary of the Office of Policy and Management, or the secretary's designee, determines that a proposal is viable, the secretary shall establish the pilot program in such municipality, monitor the implementation of the pilot program and access the results of the pilot program. "

This act shall take effect as follows and shall amend the following sections:
