"AN ACT CONCERNING CHILDREN'S SAFETY. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) (a) Not later than October 1, 2016, the personnel, payroll and business office functions of the Office of the Ombudsman within the Department of Children and Families shall be transferred to the Office of the Child Advocate.

(b) On and after October 1, 2016, the Office of the Ombudsman shall receive, investigate and resolve complaints and grievances submitted by children and youths under the care and custody of the Department of Children and Families.

(c) Not later than January 1, 2017, and annually thereafter, the Office of the Ombudsman shall submit, in accordance with the provisions of section 11-4a of the general statutes, a report detailing: (1) The number of complaints and grievances received from children and youths under the care and custody of the Department of Children and Families, (2) the age and location of such children and youths, (3) the nature of such complaints and grievances, (4) the number of such complaints and grievances that were investigated by the office, (5) the number of such complaints and grievances that were resolved and the manner in which they were resolved, and (6) the office's ultimate resolution of such complaints and resolution. "

This act shall take effect as follows and shall amend the following sections:
