The meeting was called to order at 10:40AM by Chairman, Sen. Bartolomeo D. S13.

I. REMARKS BY THE CHAIRS

Chairman, Sen. Bartolomeo welcomed everyone to the meeting. She indicated that Rep. Candelaria would not attend the meeting due to illness. Sen. Bartolomeo reminded the members that the meeting was a televised event.

II. CONCEPTS TO BE RAISED

Sen. Bartolomeo called for a motion to raise the following concepts as a single bill:

1. An Act Concerning the Duties of the Connecticut Juvenile Training School

2. An Act Concerning the Restraint and Seclusion of Youth in Department of Correction Custody

3. An Act Concerning Therapeutic Placement

4. An Act Concerning Conditions of Confinement

5. An Act Concerning Detained Youth

The motion was made by Rep. Hampton and seconded by Rep. Rose. The motion was approved by voice vote.

Sen. Bartolomeo called for a motion to raise the following concept:

6. An Act Concerning Permanency Hearings, Youth Residential Councils and Foster Family Profiles

The motion was made by Rep. Hampton and seconded by Rep. Kokoruda. The motion was approved by voice vote.

III. PRESENTATION BY DR. ALESSI

Dr. Alessi presented a study on concussions in sports. Documents are available online through the committee of children page of the Connecticut General Assembly website.

IV. Announcement of Time and Date of Next Meeting

Sen. Bartolomeo announced that the next committee meeting would be held on Thursday, February 11th at 12:30PM in room 1A of the Legislative Office Building. She indicated that the meeting would be a continuance of the first Department of Children and Families presentation from February 4th.

V. Adjournment

A motion was duly made and seconded to adjourn the meeting. The meeting was adjourned at 12:16PM.
