The Senate was called to order at 10: 25 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.
The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.
The following is the prayer:
Help us to guard with care the things we say. Let us remember that our words have the power to build up or tear down.
Pursuant to Senate Rule 9(b) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Minority Leader.
It is hereby moved that Senate Agenda Number 1, dated February 23, 2016, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

ENERGY AND TECHNOLOGY
S. B. No. 224 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING THE CAPACITY AND CRITERIA FOR CERTAIN RENEWABLE ENERGY GENERATION FACILITIES', to allow submission of proposals for Class I renewable energy generation facilities with an increased potential size for such facilities.
LABOR AND PUBLIC EMPLOYEES
S. B. No. 225 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT AUGMENTING THE FEE SCHEDULE FOR RADIOLOGY SERVICES UNDER THE WORKERS' COMPENSATION STATUTES', to require the chairman of the Workers' Compensation Commission to augment the fee schedule for certain radiology services by fifteen per cent.
HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT
H. B. No. 5375 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING THE CONNECTICUT WORKFORCE ADVANCEMENT GRANTS FOR EDUCATION AND WOMEN IN TRANSITION PROGRAMS', to provide the Connecticut Workforce Advancement Grants for Education and Women in Transition programs with additional resources to assist low-income working parents with college degree attainment.
H. B. No. 5376 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING AFFIRMATIVE CONSENT', to require the inclusion of affirmative consent as a standard in every institution of higher education's policy or policies regarding sexual assault, stalking and intimate partner violence.
LABOR AND PUBLIC EMPLOYEES
H. B. No. 5377 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING THE PREVAILING WAGE', to require business organizations that receive financial assistance from the state for construction projects to abide by the prevailing wage requirements and to raise the threshold amounts at which public works projects shall be subject to the prevailing wage requirements.
H. B. No. 5378 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING THE STANDARD RATE OF WAGES', to include security services in the definition of "building, property or equipment service" and to classify housekeeping aides as light cleaners for the purposes of the standard wage and to index the standard rate of wages to the consumer price index.
