The House of Representatives was called to order at 11:34 o'clock a.m., Representative Rose of the 118th District in the Chair.

Prayer was offered by the guest Chaplain, Kerri E. Malloy of Wethersfield, Connecticut.

The following is the prayer:

Let us pray. Heavenly Father, help us to work together to reach a common goal. Bless us with inner strength so that our lives and our work may be a blessing to others. Amen.

H.B. No. 5362 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING TRANSPARENCY REGARDING TUITION COSTS', to require transparency regarding funds that are set aside from a public institution of higher education's tuition revenue in documentation regarding the cost of tuition that is sent to students or those paying a student's tuition.

HOUSING

H.B. No. 5363 (RAISED) HOUSING. 'AN ACT CONCERNING THE AFFORDABLE HOUSING LAND USE APPEALS PROCEDURE', to reduce the instances in which an affordable housing developer can appeal a municipality's rejection of an affordable housing project and to expand the types of housing that allow a municipality to qualify for an affordable housing moratorium.

ENERGY AND TECHNOLOGY

S.B. No. 212 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT EXEMPTING WATER COMPANIES FROM THE SALES AND USE TAX', to exempt water companies from the sales and use tax.
