H.B. No. 5309 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING FACILITATION OF THE MUNICIPAL RESIDENTIAL SOLAR APPLICATION PROCESS', to require the Green Bank to approve a standardized solar photovoltaic system permit application form for use by municipalities.

H.B. No. 5310 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING LOCATION OF SITING COUNCIL PUBLIC HEARINGS', to require the Connecticut Siting Council to hold a public hearing in the municipality in which a proposed facility is to be located if the proposed facility will be located only in that municipality.

H.B. No. 5311 (RAISED) ENERGY AND TECHNOLOGY. 'AN ACT CONCERNING TELECOMMUNICATIONS PROVIDER TARIFFS FOR SERVICES OFFERED TO BUSINESS RETAIL END-USERS AND CERTAIN TELECOMMUNICATIONS SERVICE-RELATED REPORTS', to provide telecommunications providers with the option to not file with PURA tariffs for a service offered to business retail end-users and to repeal the requirement of an annual telecommunications service status report to the General Assembly from PURA.

'AN ACT CONCERNING THE INCORPORATION BY REFERENCE OF CALIFORNIA'S LOW-EMISSION VEHICLE PROGRAM', to authorize the state's low-emission vehicle regulations to incorporate by reference any changes to California's regulations for such vehicles without the need to submit such altered regulations to the Regulations Review Committee.

H.B. No. 5315 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING THE PREVENTION OF THE HABITUATION OF POTENTIALLY DANGEROUS ANIMALS, THE POSTING OF INFORMATIONAL NOTICES CONCERNING ENCOUNTERS WITH WILDLIFE AND THE STATUS OF SNAPPING TURTLES UNDER STATE LAW', to prevent the habituation of potentially dangerous animals, including, but not limited to, bears and to require the posting of notices in state parks and forests concerning actions people should take when they encounter a bear or other wildlife and to extend prohibitions concerning the sale or exchange of certain wild animals to snapping turtles.

H.B. No. 5316 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING SPORT FISHING LICENSES FOR ANGLERS WHO ARE SIXTY-FIVE YEARS OF AGE OR OLDER', to establish a fee for anglers who are age sixty-five or older in order to reflect the changing demographics of persons engaged in such fishing in the state.

H.B. No. 5317 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING COMMERCIAL FEED', to make commercial feed requirements and attendant authorities of the Department of Agriculture consistent with federal standards and requirements.

H.B. No. 5318 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING IDLING IN EXCESS OF THREE MINUTES BY CERTAIN TRUCKS AND BUSES', to prohibit commercial buses and trucks from idling for longer than three minutes unless certain circumstances exist and to enable law enforcement officials to enforce such prohibition.

H.B. No. 5325 (RAISED) GENERAL LAW. 'AN ACT CONCERNING ALCOHOLIC LIQUOR RESTAURANT PERMITS FOR CATERING ESTABLISHMENTS', to allow the Department of Consumer Protection to waive certain restaurant permit for catering establishment requirements for up to sixteen functions, occasions or events annually.

H.B. No. 5326 (RAISED) GENERAL LAW. 'AN ACT PROHIBITING THE CAPTURE AND USE OF FACIAL RECOGNITION TECHNOLOGY FOR COMMERCIAL PURPOSES', to prohibit the capture and use of facial recognition technology for commercial purposes without an individual's consent.

'AN ACT CONCERNING VETERANS' PLATES FROM THE DEPARTMENT OF MOTOR VEHICLES', to exempt any veteran or member of the armed forces with a disability rating of at least seventy per cent from paying the fee for a special number plate for his or her motor vehicle.

H.B. No. 5353 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING REQUIREMENTS FOR ADMISSION TO THE STATE VETERANS' HOME', to expand veteran eligibility for admission to the Veterans' Home by removing the service in time of war requirement and lowering from two years to thirty days the continuous residence in this state requirement.

H.B. No. 5354 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING SERVICE BONUSES FOR CERTAIN MEMBERS OF THE CONNECTICUT NATIONAL GUARD', to increase the maximum payment available to Connecticut National Guard members who serve or served in a combat zone.

H.B. No. 5355 (RAISED) VETERANS' AFFAIRS. 'AN ACT ELIMINATING CERTAIN DRIVER'S LICENSE FEES FOR VETERANS', to waive the thirty-dollar fee for any individual who wishes to indicate his or her status as a veteran on a reissued motor vehicle operator's license or identity card prior to the expiration date of a previously issued license or identity card.

H.B. No. 5356 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING VETERANS' HEALTH RECORDS', to prohibit health providers from charging for health records requested in support of claims or appeals for federal or state veterans' benefits.

H.B. No. 5357 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING MARRIAGE LICENSES FOR ACTIVE DUTY MILITARY PERSONNEL', to require registrars of vital statistics to issue a marriage license on the appearance of only one of the persons applying for such license due to the other person's status as an active duty member of the armed forces who is absent from the state.

H.B. No. 5358 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING THE LEASING OF MILITARY FACILITIES', to (1) require a certificate of insurance or self-insurance prior to the approval of any lease or use of any military facility, (2) permit the Adjutant General to allow the lease or use of any military facility at cost of operation, and (3) provide that proceeds generated from leases of certain military facilities be deposited into the Governor's Guards horse account.

H.B. No. 5359 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING WORKERS' COMPENSATION LIABILITY FOR INDIVIDUALS RECEIVING SERVICES FROM PERSONAL CARE ATTENDANTS', to shift workers' compensation liability for personal care attendants from the consumer to the state by considering such personal care attendants to be state employees for the purposes of chapter 568 of the general statutes.

S.B. No. 211 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT ALLOWING EMPLOYERS TO PAY WAGES USING PAYROLL CARDS', to allow employers to pay employees wages using payroll cards and to allow certain wage and hour information provided by an employer to employees to be delivered electronically provided certain conditions are met.
