Explanation

The amendment prohibits, under certain conditions, residents of university dormitories from being counted, for population purposes, as residents of the town where such university is located.1

As population data is used in the calculation of several state and Federal grants, the amendment results in a significant shift in state and Federal grants in any instance in which university students are counted as residents of the town where such university is located.
