The amendment phases out, by 2020, the distribution of plastic bags to customers at certain retail stores. It also requires a memorandum of understanding (MOU) between the Department of Energy and Environmental Protection (DEEP), the Connecticut Retail Merchants Association, and the Connecticut Food Association. These provisions are not anticipated to result in a fiscal impact to DEEP, as there are currently staff with expertise in materials management.
