Explanation

The amendment, which allows the court to commit delinquent juveniles to out-of-state facilities for treatment, results in a potential cost to the Department of Children and Families (DCF). On average, the per diem cost of an out-of-state juvenile residential facility placement was $251 and the per diem for an in-state juvenile residential facility placement was $586 in FY 15; however the average length of stay out-of-state was over 500 days, compared to 100 days in-state currently. The last out-of-state juvenile residential facility commitment ended in September 2014.
