MINIMAL REVENUE GAIN
The amendment strikes the underlying bill and its associated fiscal impact.
Instead it establishes a separate, nonlapsing Elephant Ivory and Rhino Horn Trafficking Enforcement Fund within the General Fund to be used by the Department of Energy and Environmental Protection (DEEP) for enforcement and educational efforts, and to provide financial awards leading to the arrest and conviction of violators.
The amendment also may result in a revenue gain, to the extent fines are collected for violations of the bill's provisions.
