I. CONVENE MEETING

The meeting was called to order at 12:13 PM by Chairman, Rep. Berger J. 073. and was immediately recessed for purposes of repairing the microphones.

The meeting reconvened at 12:20 PM.

II. REMARKS BY THE CHAIRS

Rep. Berger welcomed committee members to the meeting.

III. CONCEPTS TO BE RAISED

A motion was made to open the agenda to add concept #20 AAC Fiscal Sustainability by Rep. Butler, and was seconded by Rep. Steinberg.

The motion passed unanimously by a voice vote.

A motion was made to raise the following concepts by Rep. Rojas and was seconded by Rep. Morin:

1. AAC A TAX ON CERTAIN ENDOWMENTS OF INSTITUTIONS OF HIGHER EDUCATION

2. AAC THE PROPERTY TAX ON COLLEGE PROPERTY

3. AAC THE FILM PRODUCTION TAX CREDIT

4. AAC THE SALES TAX ON CAR WASH SERVICES

5. AAC THE HISTORIC REHABILITATION TAX CREDIT

6. AA ESTABLISHING A TAX CREDIT FOR CONTRIBUTIONS TO CERTAIN SCHOLARSHIP FUNDS

19. AA ELIMINATING THE SALES TAX ON PARKING FEES AT STATE PARKS AND LOCAL AND MUNICIPAL PARKING LOTS

The motion passed unanimously by a voice vote.

IV. ANNOUNCEMENT OF TIME AND DATE OF NEXT MEETING

Rep. Berger made the following announcement regarding two Finance Committee meetings for next week.  

There will be an OPM Briefing by Secretary Barnes on the Governor's Proposed Budget Adjustments on Wednesday, February 24, 2016 from 12:00 PM- 2:00 PM in Room 2E of the LOB.

There will be a Public Hearing on Friday, February 26, 2016 at 10:30 AM in Room 2E of the LOB. 

V. ADJOURNMENT

A motion was made by Sen. Cassano and was seconded by Rep. Davis to recess the meeting until 3:00 PM for purposes of attendance in Room 3700 of the Legislative Office Building.

The meeting was adjourned at 3:00 PM.
