The meeting was called to order at 10:37 AM by Chairman, Sen. Bye B. S05.

Senator Bye called the Appropriations Committee meeting to order and welcomed members.

Senator Bye noted for the public record that an Environment Committee meeting was occurring concurrently in which some members were participating.

Sen. Bye stated that votes would be kept open until the start of the first session.

Senator Bye recognized the work of Committee Administrator, Susan Keane and asked her co-chair for opening remarks.

Representative Walker echoed the comments of Senator Bye in relation to the good work of Committee Administrator, Susan Keane.

Representative Ziobron echoed the comments of both co-chairs in relation to Susan Keane's assistance, patience, and preparedness for proceedings.

Senator Bye asked for a motion to draft Proposed H.B. No. 5134 AN ACT CONCERNING FUNDS FOR MEDICAL CARE OF INMATES.

The motion was made by Representative Walker and seconded by Representative Ziobron.

Senator Bye announced the motion passed by voice vote.

Senator Bye asked for a motion to reserve the bill for subject matter public hearing, Proposed H.B. No. 5086 AN ACT CONCERNING THE CONSTITUTIONAL SPENDING CAP.

The motion was made by Representative Lavielle and seconded by Representative LeGeyt.

Senator Bye announced the motion passed by voice vote.

Senator Bye asked the Committee Administrator if bills to be referred to other committees could be voted upon all at once or individually.

Committee Administrator, Susan Keane indicated that either course of action could be taken.

Senator Bye asked committee members and it was determined that all bills to be referred to other committees would be voted upon individually.

Senator Bye asked for a motion to refer Proposed S.B. No. 92 AN ACT CONCERNING THE RESTORATION OF FUNDING FOR THE PROBATE COURT SYSTEM to the committee on Finance, Revenue, and Bonding

The motion was made by Representative Walker and seconded by Senator Bye.

Senator Bye announced the motion passed by voice vote.

Senator Bye asked for a motion to refer Proposed H.B. No. 5001 AN ACT APPROPRIATING FUNDS NECESSARY TO RESTORE THE CAP ON CERTAIN PROBATE COURT FEES to the committee on Finance, Revenue, and Bonding.

The motion was made by Representative Lavielle and seconded by Representative Ziobron.

Senator Bye announced the motion passed by voice vote.

Senator Bye asked for a motion to refer Proposed H.B. No. 5186 AN ACT DECREASING LEGISLATIVE POSTAL COSTS to the committee on General Administration and Elections.

The motion was made by Representative LeGeyt and seconded by Representative Candelaria.

During the voice vote, the following legislators voted nay in relation to sending Proposed H.B. No. 5186 to the committee on General Administration and Elections: Representative Ziobron, Representative Kane, Representative Betts, Representative Bolinsky, Representative McGorty, Representative Miner, Representative Mulligan, Representative O'Neill, and Representative Tweedie.

Senator Bye announced the motion passed by voice vote.

Senator Bye asked for a motion to refer Proposed H.B. No. 5218 AN ACT EXTENDING THE SCHOOL SECURITY INFRASTRUCTURE GRANT PROGRAM TO FISCAL YEAR 2017 to the committee on Finance, Revenue, and Bonding.

The motion was made by Representative LeGeyt and seconded by Representative Walker.

Senator Bye announced the motion passed by voice vote.

Senator Bye asked for a motion to move concepts to be raised.

The motion was made by Representative Walker and seconded by Representative Ziobron.

Senator Bye announced that the motion passed by voice vote.

Senator Bye recessed the meeting until the start of the first session at 10:43 AM. She stated votes would be taken outside the House chamber.

The committee expressed its well wishes to Representative Walker on her birthday.

A motion was duly made and seconded to adjourn the meeting.

The meeting was adjourned at 12:20 PM.
