"AN ACT ADJUSTING THE STATE BUDGET FOR THE BIENNIUM ENDING JUNE 30, 2017. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (Effective July 1, 2016) Reductions to appropriations made in section 1 of this act in the amount of $ 1,650,000 to the Board of Regents for Higher Education, for Community Technical College System, and in the amount of $ 1,650,000 to the Board of Regents for Higher Education, for Connecticut State University, shall be applied to reduce administrative costs in said Board of Regents for the fiscal year ending June 30, 2017.

Sec. 502. (Effective July 1, 2016) Notwithstanding the provisions of section 3-69a of the general statutes, for the fiscal year ending June 30, 2017, no portion of the funds received under part III of chapter 32 of the general statutes that are deposited in the General Fund shall be credited to the Citizens' Election Fund established in section 9-701 of the general statutes.

Sec. 503. (Effective July 1, 2016) Notwithstanding any provision of the general statutes, in addition to any other state grant received by the following municipalities, each such municipality shall receive an additional grant during the fiscal year ending June 30, 2017, to be payable as follows:
