After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. Subsection (a) of section 29-29 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016):

(a) No temporary state permit for carrying any pistol or revolver shall be issued under the provisions of section 29-28 unless the applicant for such permit gives to the local authority, upon its request, full information concerning the applicant's criminal record. The local authority shall require the applicant to submit to state and national criminal history records checks. The local authority shall take a full description of such applicant and make an investigation concerning the applicant's suitability to carry any such weapons. When making its investigation, if the local authority discovers that the applicant is or was a respondent in an action initiated pursuant to section 46b-15, as amended by this act, or 46b-16a, as amended by this act, the fact that the applicant was a respondent in an action in which the court initially granted an ex parte order providing relief on behalf of the applicant, but thereafter vacated or otherwise did not continue the ex parte order, the granting of the ex parte order shall not be the cause for a local authority to determine that an applicant is not suitable to carry any such weapons."

This act shall take effect as follows and shall amend the following sections:
