AN ACT CONCERNING BABY CHANGING STATIONS IN RESTAURANTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2016) (a) Any restaurant, as defined in section 30-22 of the general statutes, that maintains public restrooms shall ensure that a baby changing station is installed in at least one of its public restrooms for men and in at least one of its public restrooms for women or, if the restaurant maintains one or more dedicated unisex family restrooms, in at least one of its dedicated unisex family restrooms when there is:

(1) Construction of a new public restroom to be maintained by the restaurant; or

(2) Substantial renovation of an existing public restroom maintained by the restaurant.

(b) For purposes of this section: (1) "Baby changing station" means an elevated area, including, but not limited to, a counter or table, that is designed and dedicated solely for use in changing a baby's diaper or clothing; and (2) "substantial renovation" means a construction or renovation project with an estimated cost of at least ten thousand dollars that requires a building permit.

This act shall take effect as follows and shall amend the following sections:

To require restaurants that maintain public restrooms to include baby changing stations in at least one of its men's and at least one of its women's restrooms or, if one or more exists, in at least one of its unisex family restroom.
