Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Secretary of the State shall, in consultation with the Commissioner of Motor Vehicles, prepare a report describing the method, timeline and process by which the Secretary and commissioner will jointly develop and implement, not later than January 1, 2018, an electronic system that permits any person eligible to become an elector to be admitted as an elector, or update such person's voter registration information if already an elector, simultaneously while applying for a motor vehicle operator's license or motor vehicle operator's license renewal, issued under subpart (B) of part III of chapter 246 of the general statutes, in furtherance of the purposes of the National Voter Registration Act of 1993, P.L. 103-31. The Secretary and commissioner shall include in such report (1) the estimated cost of implementing and maintaining the system, (2) any source of funding for such implementation and maintenance, (3) the projected allocation of staff resources, (4) a description of how the system will operate, and (5) a description of how customers will interact with the system. Not later than January 1, 2017, the Secretary of the State shall submit such report, in accordance with section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to elections and transportation.

This act shall take effect as follows and shall amend the following sections:
