REASONS FOR BILL:

To allow The Department of Public Health's to execute certain recommended changes regarding the issuing of certificates for the construction and expansions of public water systems.

RESPONSE FROM ADMINISTRATION/AGENCY:

Raul Pino Commissioner, Department Of Public Health: For any expansion of public water systems a certificate must be issued in order to do so. This bill will expedite the process of obtaining a certificate by eliminating the middle man from the certificate process which is currently in place. For those systems that are regulated by the PURA or when ownership is not being assigned to an exclusive service area provider pursuant to C.G.S. section 25-33g, PURA will conduct the financial capacity review of the proposed system. Under the current statute, DPH and PURA jointly review Certificate of Public Convenience & Necessity (CPCN) applications and issues CPCNs for community water systems.
