REASONS FOR BILL:

The purpose of the bill is to determine which options and what costs are available to the state in providing inmates with health care services and behavioral health care services through a Request for Qualifications bid process.

RESPONSE FROM ADMINISTRATION/AGENCY:

Office of Policy and Management Secretary Benjamin Barnes pointed out that OPM and DOC had already issued a Request for Information concerning inmate health care and that process should continue before new legislation is passed.

The University of Connecticut Health Center provided the committee with details and history of the Health Center's involvement with the Dept. of Corrections in providing behavioral and health care services for inmates

NATURE AND SOURCES OF SUPPORT:

Rep. Vincent Candelora spoke in support of the bill highlighting that the information gleaned from the bid process could be used to modify services and/or save the taxpayers money.
