SUBSTITUTE LANGUAGE:

The substitute language (LCO 4073) strikes the original language and directs the Department of Veterans' Affairs to construct the memorial on State Capitol grounds within available appropriations. It is anticipated that this will incur a one-time cost of less than $50,000 to the department.
