REASONS FOR BILL:

Authorizes the Connecticut Marketing Authority to enter into leasing, permitting and licensing agreements for Authority-controlled property. At present, the Hartford Regional Market is the only Authority-operated market, but its importance as a food distributor to wholesale and retail customers throughout the Northeastern United States is still extremely significant. Given the facility's age and maintenance needed, the bill would enable the Authority to enter into agreements that would generate revenue and allow for greater self-sufficiency.

RESPONSE FROM ADMINISTRATION/AGENCY:

Steven K. Reviczky, Commissioner – Connecticut Department of Agriculture: The agency is supportive of the bill due to the aging of the 60-year-old facility used by the Regional Market and the flexibility provided in allowing the Connecticut Marketing Authority to enter into agreements that will ensure the Market's future viability. The Commissioner sited examples of potential use agreements that could result from passage of this bill, including farmers' market stalls, warehouse space, and vehicle parking.

Henry Talmage, Executive Director – Connecticut Farm Bureau Association: In his testimony, Mr. Talmage stated his support for the bill since it represents “important improvements…that will clarify authority, improve operating efficiency and provide the Commissioner with the tools he needs to carry out of duties and responsibilities of the Department of Agriculture.”
