REASONS FOR BILL:

This bill will require that 'adult incompetent' will be removed and replaced with the wording “an adult for whom a guardian or involuntary conservator has been appointed” shall be added in its place.

RESPONSE FROM ADMINISTRATION/AGENCY:

Morna Murray Commissioner of the State of Connecticut Department of Developmental Services (DDS): is encouraged that the State is continuing to aid in the efforts with DDS to have very outdated and abrasive terms removed from current legislation and replace them with more “person-first” language when it comes to individuals with disabilities. DDS feels that the passing of this legislation will further assist with the full integration into the community for those who face life with a disability.
