SPONSORS OF BILL:

Human Services Committee

REASONS FOR BILL:

This bill requires the Commissioner of the Department of Social Services to conduct a study to determine whether there are a sufficient number of nursing homes in the state, and if they meet the need for long-term care. A report of the findings of this study is to be made to the Human Services and Aging Committees by July 1, 2017.

RESPONSE FROM ADMINISTRATION/AGENCY:

Roderick L. Bremby, Commissioner, Department of Social Services: opposes this bill as the study it requires is not needed and would divert resources that could be used for other services. The Office of Policy and Management and the Department of Social Services released the Strategic Plan to Rebalance Long-Term Services and Supports, which captures the data required in this study.

NATURE AND SOURCES OF SUPPORT:

Mag Morelli, President of LeadingAge Connecticut: testified to say that LeadingAge would be pleased to help with any studies if the Committee moves forward with it.

NATURE AND SOURCES OF OPPOSITION:

None Expressed.
