REASONS FOR BILL:

To apply the same procedural rules to second-parent adoptions as are currently the case with step-parent adoptions, by waiving the home study requirement.

***Substitute language as contained in LCO # 1566, removes language establishing a study of the well-being of children and adds language that would waive the home study requirement in cases of second parent adoption.***

Sen. Leonard A. Fasano, North Haven: stated that the Department of Children and Families must be held accountable for a decrease in institutional performance. He stated that the agency needed to better follow up on cases and better prioritize potential risks to children.
