REASONS FOR BILL:

This bill seeks to make technical changes to Section 1., Section 53-20d of the general statutes. This bill would reduce the blood alcohol level in which a person may possess and discharge a firearm from ten-hundredths to eight-hundredths. This bill also repeals and replaces with new language that addresses anyone under 21 years of age. The following language states, “is under twenty-one years of age, a ratio of alcohol in the blood of such that is two-hundredths of one per cent or more of alcohol by weight.

RESPONSE FROM ADMINISTRATION/AGENCY:

Robert J. Klee, CT Department of Energy and Environmental Protection, submitted written testimony in strong support of reducing the blood alcohol level from .10 to .08 for the offense of carrying a firearm or hunting while intoxicated.

CT Department of Emergency Services and Public Protection, submitted written testimony in strong support of reducing the blood alcohol level from .10 to .08 to possess a loaded firearm. They also support the bill lowering the blood alcohol level from .10 to .02 for individuals under 21 years of age.

NATURE AND SOURCES OF SUPPORT:

The Public Safety and Security Committee received 34 letters from individuals in support of the lowering the blood alcohol level from .10 to .08 to carry and/or discharge a loaded firearm.
