REASONS FOR BILL:

This bill repeals obsolete statutes, defines specialized services for people who are deafblind, and makes the adoption of regulations for rate setting permissive.

RESPONSE FROM ADMINISTRATION/AGENCY:

Commissioner Amy Porter, Department of Rehabilitation Services, explained that the bill removes obsolete statutes, mainly those referring to workshops formerly administered by the Department of Rehabilitation Services. These workshops “are no longer part of our agency's model of providing work opportunities for people with disabilities. Our focus is now on placing our clients in mainstream, integrated work settings.

The Commissioner further explained that the bill also clarifies statutes regarding services for clients who are deafblind. It makes clear that the dollar limit for deafblind services does not interfere with other services that may be available to clients with deafblindness. Additionally, “Community Inclusion” services for clients with deafblindness are also clarified.

The bill also makes adoption of regulations for rate setting permissive, rather than mandatory, and makes other technical changes.
