REASONS FOR BILL:

This bill was proposed by the Department of Energy and Environmental Protection (DEEP) to address the need to streamline the permitting process and reduce the regulatory burden. This will reduce DEEP staff work and ease the permitting process for residents and employers.

RESPONSE FROM ADMINISTRATION/AGENCY:

Robert Klee, Commissioner, Department of Energy and Environmental Protection DEEP supports this proposal to remove the requirement to adopt regulations and make the requirement discretionary. Removing the mandate would save resource commitments needed to draft and promulgate regulations. The bill establishes categories of wastewater discharges exempted from the requirement to submit detailed engineering plans and specifications as part of the permitting process administered by DEEP.
