REASONS FOR BILL:

When a housing development is being rehabilitated, most tenants are relocated until construction is completed. In some instances, low-income housing units are being replaced with moderate-income housing units, preventing low-income residents from moving back into the newly developed property.

SUBSTITUTE LANGUAGE:

The substitute languages requires the Commissioner of the Department of Housing to consider, when deciding to sell, transfer, lease, or destroy a property that has received state assistance, the income group of the previous tenants who last occupied a property.
