REASONS FOR BILL:

Non licensed (private) kennels often do not comply with local zoning regulations, do not carry adequate insurance and do not charge sales taxes. As a result, questions of responsibility, liability and animal safety arise in cases of animal aggression or injury. Unlicensed facilities often enjoy business-based costs significantly lower than licensed kennels and are therefore positioned to compete unfairly with kennels that are properly licensed. This bill would require commercial kennels to include their license number in any advertisement.

This bill is a correction/ clarification to the intent of the original bill.

Having heard from several licensed kennel facilities, Rep. Rose is concerned about liability issues and unfair competition by unlicensed kennels.

Laura “Peach” Reid, President and Owner of Fish Mart, a wholesaler in West Haven, servicing retailers throughout the northeast with aquarium fish and pets for 42 years: This Bill will promote responsible pet ownership, animal welfare and environmental stewardship as part of a coordinated effort to ensure the availability of pets and defend the right of consumer choice.
