REASONS FOR BILL:

The purpose of the bill is to utilize excess, unused monies in the Department of Corrections Commissary account to offset the cost of providing medical services to Connecticut inmates.

SUBSTITUE LANGUAGE:

The substitute language (LCO 3719) directly transfers the unused funds to the Inmate Medical Services account and not by passing through the General Fund.

RESPONSE FROM ADMINISTRATION/AGENCY:

Department of Correction's Commissioner, Scott Semple expressed concern that the diversion of funds from the Commissary account could adversely impact the Correctional Welfare Fund, which currently receives those funds, and plays an integral role in supplying program supplies and materials as well as paying for re-entry documents for inmates. He cautioned that these items would have to be purchased from the General Fund.

Office of Policy and Management, Secretary Benjamin Barnes indicated that the transfer of these funds would create pressure for replacement with General Fund support.
