Explanation

The bill requires local and regional school districts to give a preference to the RFP or bid for a school nutrition program that promotes the purchase of local farm products and requires bids to follow all state and local bid processes, including selecting the lowest cost bidder. Since local and regional school districts are required to give preference, while selecting the lowest bidder, the bill does not result in a fiscal impact. In 2015 local and regional school districts spent approximately $7.2 million on local food, with the average school district spending 5% of their school budget on local products.

Senate “A” eliminated the potential cost in the underlying bill by clarifying that local and regional school districts must select the lowest cost bidder.
