AN ACT CONCERNING BENEFICIAL END USES FOR DISCARDED TIRES AND THE EFFICACY OF TIRE HAULING LICENSES OR PERMITS.

Explanation

The bill requires the Department of Energy and Environmental Protection (DEEP) to: (1) identify the beneficial end uses for discarded tires resulting in recycling, (2) consider the viability of establishing a tire stewardship program, and (3) obtain information on the efficacy of a tire hauler license or permit program. The bill also requires DEEP to submit a report to the Environment Committee by January 1, 2017.

The bill has no fiscal impact. DEEP has already: (1) identified beneficial end uses for discarded tires, including recycling and energy uses, (2) considered the possibility of establishing a tire stewardship program, and (3) obtained information on establishing a tire hauler license or permit program.
