AN ACT CREATING AN OFFICE OF OVERTIME ACCOUNTABILITY.

SUMMARY:

The bill establishes the Office of Overtime Accountability (OOA) within the Office of Policy and Management (OPM). It requires OOA, by July 1, 2017, and quarterly thereafter, to examine overtime expenditures of state agencies and make recommendations to reduce such expenditures. It requires state agencies, by October 1, 2016, and monthly thereafter, to report overtime expenditures to OOA.

OOA must submit its own quarterly recommendations and state agency monthly reports, to the Governor, the Secretary of OPM, the Labor Commissioner, the Office of Fiscal Analysis, and the ranking members of the Appropriations Committee.
