"AN ACT ESTABLISHING A TASK FORCE TO STUDY THE STATE-WIDE RESPONSE TO FAMILY VIOLENCE. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (Effective from passage) (a) Not later than January 1, 2016, the Department of Children and Families shall retain an outside independent agency, such as the Child Welfare League of America, to engage in a comprehensive review of the department's child protection policies and procedures. Such independent agency shall have unrestricted access to the department's records, staff and facilities. Upon concluding its review, such independent agency shall submit a report to the joint standing committees of the General Assembly having cognizance of matters relating to the judiciary, human services and children. Such report shall include recommendations for improvements in the department's administrative and programmatic policies and procedures and any recommendations for administrative or legislative action necessary to implement such improvements. Not later than four weeks after receiving such report, said committees shall hold a joint public hearing on such report.

(b) Not later than eight weeks after such joint public hearing, the Department of Children and Families shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to the judiciary, human services and children detailing a plan to implement the improvements recommended by the independent agency pursuant to subsection (a) of this section. "

This act shall take effect as follows and shall amend the following sections:
