"AN ACT AUTHORIZING THE CONNECTICUT HEALTH INSURANCE EXCHANGE TO ESTABLISH SUBSIDIARIES. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (Effective from passage) The exchange, as defined in section 38a-1080 of the general statutes, as amended by this act, shall examine its financial solvency and submit a report, in accordance with the provisions of section 11-4a of the general statutes, not later than January 1, 2017, to the joint standing committees of the General Assembly having cognizance of matters relating to insurance and public health. Such report shall include, but not be limited to, information on the impact on the solvency of the exchange of (1) assessments and user fees charged pursuant to subdivision (7) of subsection (c) of section 38a-1083 of the general statutes, as amended by this act, (2) federal reinsurance programs, (3) qualified health plan designs, (4) qualified individual and qualified employer enrollment through the exchange, and (5) the all-payer claims database established pursuant to section 38a-1091 of the general statutes. "

This act shall take effect as follows and shall amend the following sections:
