The amendment makes various changes that result in a fiscal impact to the Board of Pardons and Parole within the Department of Correction (DOC). The amendment requires DOC to ensure that victims of crimes register with the agency, and that the victims are contacted when a hearing of the Board of Pardon and Parole is scheduled. This requires significant resources to build, implement and maintain the system. It should be noted that the Judicial Branch Office of Victim Services offers a notification service for crime victims.

The amendment also requires the agency to notify the Chief State's Attorney via certified mail of any parole hearings. The agency holds approximately 2,000 hearings annually, which will cost $6,660 per year to notify the Chief State's Attorney's office using certified mail.
