Explanation

The amendment may result in a cost to the state employee and retiree health plan and the State Comptroller to allow uninsured veterans to enroll in the state employee and retiree health plan. It is unclear from the amendment if the veteran would be responsible for any premiums or administrative fees related to the participation in the plan. The cost may be mitigated based on what the veteran is required to pay, if anything, for coverage. It is unclear if allowing veterans to enroll in the state plan will impact the state's ERISA exemption. If the state were to lose its ERISA exemption there will be additional costs to the State Comptroller.
