The amendment is not anticipated to result in a cost or revenue loss to the Office of the State Comptroller (OSC). The provisions of the underlying bill are not anticipated to result in an additional administrative burden or revenue loss to OSC. Therefore, no fiscal impact is anticipated by prohibiting OSC from charging participating employers for costs incurred by participating in the state plan rather than the Partnership Plan.
