Explanation

The amendment will result in a cost to the State Comptroller to purchase stop loss coverage prior to allowing nonstate public employers to pool with the state plan. Depending on whether or not the stop loss coverage is underwritten for the whole pool or just the portion attributable to the nonstate public employers, the cost could be as high as $25 million per year. This reflects a 2% reserve based on the current claims experience for the entire state employee and retiree pool.
