The amendment may result in a fiscal impact to municipalities by eliminating the requirement that participation in the state employee plan is a mandatory subject of collective bargaining and subject to binding arbitration. The fiscal impact depends on what the outcome of any negotiations involving participation in the state employee plan versus alternative health insurance arrangements.
