Explanation

The amendment may increase the costs in the underlying bill as the amendment will require the Office of the State Comptroller (OSC) to offer coverage to every non-state public employer which seeks coverage of all of its employees and retirees. The underlying bill does not require the OSC to provide coverage to all groups who apply. The cost will depend on the impact the pooled groups have on the state employee plan and the extent to which the impact is not otherwise covered through premiums and fees payable by participating employers.
